This PR is a tidy up PR and to allow for logging to a log file.

Removed tibetswap client from SwapHunter & used Tibby nugget package that has test coverage.
Added Serilog, and added ilogger to core functions - so that changes can be tracked to a log file.


          Swapped out tibetclient for tibby 0.0.6 nuget package
